Commander Daisuke Kujirai, codenamed "Joker," is a brilliant bionics specialist and engineer who brought his plans for a cybernetic strike squad to fruition. As the founder of the J.A.K.Q. project, he personally selected and recruited the team's members.

A married man with a young daughter, he served as the team's leader and tactical commander until Episode 23. At that time, he was promoted to head the advanced engineering branch at ISSIS headquarters in New York and was succeeded by Sokichi Banba, Big One. Joker later returned to assist the team in Episode 35.

An ISSIS cybernetic, talking pet hamster belonging to Commander Kujirai. It remained behind at the Tokyo base to assist the team even after Kujirai transferred to New York.

These female operatives serve as the primary communications and tactical assistants for the J.A.K.Q. team, managing the base's mainframes and providing vital field intelligence.

The group includes Keiko Hayashi, Agent 7; Junko Yamamoto, Agent 8; Yoshiko Iijima, Agent 9; and Agent 10.

Keiko Hayashi is one of ISSIS' female operatives assigned to support the J.A.K.Q. team. As Agent 7, she assists with communications, intelligence handling, and mission coordination from the team's base.

Junko Yamamoto is one of the ISSIS support agents working alongside the J.A.K.Q. team. As Agent 8, she helps monitor field activity, relay tactical information, and maintain the team's operational network.

Yoshiko Iijima serves as Agent 9, one of the ISSIS operatives assigned to the J.A.K.Q. support staff. She assists with base operations, reconnaissance updates, and intelligence support during the team's missions.

Agent 10 is one of the female ISSIS operatives supporting the J.A.K.Q. team. She works with Agents 7, 8, and 9 to maintain communications, process mission data, and provide tactical assistance from headquarters.

Tamasaburou Hime is a somewhat dimwitted and clumsy low-level ISSIS member who masquerades as a ramen takeout cook and delivery boy. Intended to serve as an undercover contact, he unfortunately gets in the way more often than he helps out.

He appears from Episodes 23 to 35.

Commander Robert is the head of the ISSIS New York headquarters. He is the superior officer who officially approved Kujirai's J.A.K.Q. cyborg project and oversees the organization's global operations.
